The Quiet Conquest
Boat by boat, and through the wombs of their women, Islamists are colonizing the tolerant West.
Imagine two people symbolizing two different civilizations. One is called Isaac. The other is named Ishmael.
Isaac believes that people should be equal before the law. One such law is the right to practice one’s religion according to one’s conscience, which extends to people of other faith traditions. So, Isaac submits to this law by leaving others in peace to practice their religions as they choose. Because Isaac thinks God’s Law is separate from man’s laws, he finds no contradiction in compartmentalizing these. Isaac lives according to God’s Law and obeys man’s laws, as best he can for a mere human. He thinks pluralism, by tolerating differences, is the key to peace. He makes room for the asylum seeker.
Ishmael believes that people should submit to God. The laws of men ought to reflect the will of God, and holy men are law givers because they read and interpret the Prophet’s words according to God’s will. So, Ishmael submits to God’s will and God’s Law, which ought to be the same. Because Ishmael thinks God’s Law and man’s laws should be the same, he is committed to setting up God’s dominion everywhere on earth. Ishmael lives according to God’s Law, and where God’s Law and man’s laws are not the same, he will endeavor to change that. Such means struggle and fighting, sometimes, which God deems good.
Now, put crudely, Isaac and Ishmael have distinct doctrinal programming. Each’s ideology has a direct bearing on his actions because beliefs affect behavior. Just as computers execute different actions according to different programs, people execute different actions according to different doctrines.
And Ishmael has plans.
Ishmael’s Plans
His plans are simple but powerful:
Hijrah. Migrate to infidel lands in significant numbers.
Injāb. Bear many children.
Istighlāl. Take advantage of the infidel’s ideology and laws.
I‘dād. Prepare to fight the hosts.
Tamkīn. Prepare to consolidate Islam, then control the hosts.
Estimates vary on what percentage of the Muslim population in Western societies is fundamentalist, just as definitions of fundamentalism vary. But even if we thought just ten percent of the world’s population were Islamist, that would be enough for any Westerner to raise serious concerns. The estimate for Western European Muslims is more like 40-45 percent fundamentalist.
Hijrah
And whoever emigrates for the cause of Allah will find on the earth many a place of safety and abundant resources. And whoever leaves his home as an emigrant to Allah and His Messenger and then death overtakes him - his reward has already become incumbent upon Allah.
—Quran 4:94
The Quran commands Muslims to establish and strengthen the Islamic Ummah through Hijrah to non-Muslim lands, aiming for Islam’s triumph. This includes promoting ‘good’ and avoiding ‘evil,’ but ‘good’ refers to actions benefiting the Muslim community internally, not adhering to universal moral principles like the Western Golden Rule or legitimizing non-Muslims. Indeed, the People of the Book (Jews and Christians) are considered “rebellious,” and thus evil.
Whoever joins the disbelievers and lives amongst them is one of them.
—Ibn Umar quoting the Prophet Muhammad
As Islam is the religion of dignity and authority, it was impossible to think of any Muslim submitting himself to the disbelievers; indeed, it is forbidden for a Muslim to go to live among them and acknowledge their authority over him,… But Muslims should be filled with morale and confidence. They should be leaders, not followers. They should hold the reins of power; no power should be above them but that of Allah.
—Muhammad Sa'eed Al Qahtani
Comparing migration patterns between Europe and the US shows that Muslims immigrate to Europe in far greater numbers. Because these figures are dated by over a decade, matters have likely become more severe on both continents.
Injāb
Marry those who are loving and fertile, for I will boast of your great numbers before the other nations on the Day of Judgment.
— Sunan Ibn Majah, Book 9, Hadith 1845
In the United States, non-Muslims are only barely replacing themselves, as of 2010. Today, though, matters have likely become more skewed.
In Europe, it’s not even close.
Holding these numbers constant, it won’t be long before much of Europe becomes colonized by Muslims in such numbers that Europe will only be a shadow of itself in terms of culture, politics, and religion. European liberal progressives—besotted with toxic toleration—never stop to think about the deep ideological asymmetries that could mean their civilization is overrun.
Istighlāl
Some Salafi scholars opine that democracy is haram and shirk in Islam and allege that it overrules the Shari'a (e.g. by potentially permitting alcohol and riba if the people vote for it), but they legitimize the opportunity to use democracy to come to power and to vote to establish Islamic rule and encourage voting to choose the better between evils...

Most Muslims realize that the people of liberal democracies value freedom of religion and toleration. Indeed, these are fundamental liberal democratic values. If Isaac and his ilk were to give up on these values, they would cease to be liberals. But the Islamists are counting on this and biding their time.
And many struck long ago. According to David Kennedy Hauck, writing in the Middle East Forum,
First in Europe and now in the United States, Muslim groups have petitioned to establish enclaves in which they can uphold and enforce greater compliance to Islamic law... Some Islamist community leaders in the United States are challenging the principles of assimilation and equality once central to the civil rights movement, seeking instead to live according to a separate but equal philosophy.
It might be that the burgeoning of Muslim enclaves in Europe and America is the unfortunate catalyst for successful separatist movements such as the ones I advocate in these pages. Of course, in my mind, heavy subsidiarity or even micro-nations still look far more like something Isaac would support. But Ishmael is expansionist. And expansionism in the name of Allah requires violence—which is good, according to many interpretations of Islam.
I‘dād
Fighting is prescribed upon you, and you dislike it, but it may happen that you dislike a thing which is good for you and that you love a thing which is bad for you. But Allah knows and you know not." (Quran 2:216)
The establishment of a Muslim-ruled territory also comes to symbolize a Dar ul-Islam (Abode of Islam) where Sharia law is the supreme law and the Muslims hold political power.
Consider the following from Middle East scholar David Bukay:
When the critical mass is achieved and consolidation of the Islamic identity occurs, Muslims act to seek political, cultural, and religious changes in the land of the Kuffār. The tactics Muslims use in the host countries is very successful, just because it seems reasonable and understandable in the minds of the infidels. The Muslims begin with asking permission to accept or adopt small acceptable changes in humble and flattering ways; when fulfilled and in time, it goes on to requests with more determined and direct approach; then it continues with sheer demands that do not accept “no” as an answer; and it is culminated with threats and violence to consolidate the changes and make them authorizing laws. These stages are exhibited according to the responsiveness of the host society and the level of its tolerance.
Muslims understand that God commands them to fight. And fight for what? The dominion of Allah throughout the world starts with establishing a Dar ul-Islam. That could be in Dearborn, Leeds, Rotterdam, or Marseille.
Or, it could be your hometown.
Tamkīn
Fight those who do not believe in Allah or in the Last Day and who do not consider unlawful what Allah and His Messenger have made unlawful and who do not adopt the religion of truth from those who were given the Scripture - [fight] until they give the jizyah willingly while they are humbled.
—Surah Al-Tawbah (9:29)
In Islamic thought, tamkīn refers to the process of establishing and consolidating divine authority on earth, enabling Islam to flourish and Allah to implement his laws and values. Rooted in Quranic principles and practices, tamkīn involves creating a stable order under Islamic government.
In some interpretations, tamkīn extends to managing relations with non-Muslims within or around the community, ensuring their coexistence under Islamic rule while maintaining the dominance of Islamic principles. This may involve measures to limit the unbelievers’ influence and protect the integrity of the Muslim polity through governance, law, and the imposition of moral order.
Asymmetry
It should be as apparent as the minarets on Mecca’s Great Mosque that there is a glaring asymmetry between Isaac’s memeplex and Ishmael’s. Since Western powers have sent occupying military forces into the Middle East seeking monsters to destroy, Muslims have been quietly colonizing the world.
Some Muslims, such as the Emiratis, might be comfortable with the mass migration of Isaac’s ilk into the UAE. Otherwise, to the extent that non-Muslims would be allowed to stay in countries governed by Sharia, they would be expected to keep their heads down. That is, there would be no free speech, open religious observance, or any other affronts to Islam. By contrast, Muslim migrants know they can expect their host countries to tolerate them and their ways of life. But the reverse is impossible, as queers will be tossed off of buildings and Western women and girls will be viewed by many men as whores.
Isaac’s society has a porous membrane. Ishmael’s does not.
Such conditions allow Muslims to build their caliphates in our midst. When Mohammedan migrants arrive, put down roots, and grow, Schelling effects will send locals running for the hills. Islam’s children will get a steady diet of fundamentalist doctrine in private madrasas. And they will grow up thinking that the world is not yours, but Allah’s.
That is why the Western liberal, with her sacred values of religious freedom, tolerance, and open immigration, will have to reckon with this asymmetry. If she does not, she may find she must cover her head and bow it—if she can keep it.
"When I am weaker than you I ask you for freedom because that is according to your principles; when I am stronger than you I take away your freedom because that is according to my principles"- Frank Herbert.
The strange thing is that even mentioning these changes, and their effects, is forbidden (unless the tone is celebratory). The police, politicians, policymakers, and researchers essentially say "don't worry-you can trust us to manage your lives and create beneficial policies" while they openly ignore the massive problems caused by migration and migrants. The two things can't be reconciled.
