Absolutely. Almost everything (at least) that the government now does would be better handled in the private sector, just as you say. Some of the examples you give, such as building standards and self-driving cars, would be amenable to an immediate switch-over. Others, such as AI, are a bit more nebulous: what, exactly, would constitute a "catastrophic failure", and how would a dollar amount for it be calculated? But the inevitable fact of difficult issues does not in any way diminish the correctness of your fundamental assertion.
