I wonder. The homeless frequently have chemical dependency or mental illness issues. But it would be interesting to see special jurisdictions developed for such populations. It would be a massive experiment in social engineering. The refugee/migrant populations might indeed build something interesting, though. (I have wondered about building US-Mexico border SEZs to attract and retain migrants.)
My thinking is that the drug addicted would be rewarded with drugs for hard work and good behavior! It would be safer for the druggies and it would be cheaper for society.
